I. Invitation

The Brazilian Chess Confederation (CBX) and the Chess Confederation of the Americas (CCA) are pleased to invite all the Federations of America to the 2023 Pan-American Under 20 Tournament, held on November 5-11 at the headquarter of the FUNCIONÁRIOS DA CSN CLUB - 231 General Oswaldo Pinto da Veiga Street, 3rd floor, Guilherme Guinle Building, Vila Santa Cecília, Volta Redonda - RJ - Brazil

II. Getting There

SHUTTLE SERVICE GALEÃO AIRPORT - VOLTA REDONDA - GALEÃO AIRPORT

Shuttle service covering the Galeão Airport/Volta Redonda-RJ/Galeão Airport transfer is available for extra US$ 30,00 per person. Arrival on November 5 and departure on November 12. (the service is limited to a maximum of 15 vacancies). All reservation requests must be booked until 12th October. (illustrative image only). The vehicle will leave on November 5th from GIG Airport (Galeão) at 1:00PM and return on November 12th at 07:00AM.

Accommodation prices include breakfast only.

Official Players: The organization will cover 60% of the costs of accommodation (in double room) and food (breakfast from 06 to breakfast on 12 November) of athletes who confirm registration through payment before October 12th.

Extra players: They must confirm their reservation before October 29, after that date they must pay US$ 50 for late check-in, subject to hotel availability. Extra players not staying at the hotel must pay a fine of US$ 100.

The cost of accommodation must be paid directly to the hotels.

IV. General Rules

The Pan-American Under 20 will be held according to the FIDE Chess laws and to the regulations for regional youth events of the Chess Confederation for the Americas. Moreover, it will have the following general conditions:

V. Open and Girls Categories

SUB 20 OPEN AND GIRLS: BORN ON JANUARY 1st, 2003 OR LATER.

STANDARD

Two tournaments will be played, one Open and one Girls. If in any of the tournaments there are not enough participants, the organization may merge the tournaments to meet the pairing requirements.

Only Federations affiliated to FIDE-CCA can participate. All participants must be registered by their respective Federation.

Each National Chess Federation may register any number of players, subject to payment of the registration fee, accommodation, food and transportation, for which they or their Federation will be held responsible.

RAPID & BLITZ

The RAPID and BLITZ tournaments are NOT exclusive to participants in the main event, is open to all athletes who meet the age requirements.

VI. Game System

STANDARD

It will be played in a nine (9) round Swiss System or Round Robin depending on the number of players and at the discretion of the Head Referee.

The pace of play will be ninety (90) minutes for the entire game, plus a thirty (30) second increment per move from the initial move. The tournaments will be valid fo International Titles and FIDE rating calculation, according to what is established in the FIDE regulations.

RAPID

It will be played on the Swiss System of six (6) rounds or Round Robin, depending on the number of players and at the discretion of the Chief Referee.

The pace of play shall be ten (10) minutes for the entire game, plus an increment of five (5) seconds per move from the begining.

The rating used in the competition is the FIDE RPD. If there is no rating, the FIDE STD is considered.

The tournament will be valid for FIDE rating calculation, according to what is established in the FIDE regulations.

BLITZ

It will be played in a nine (9) round Swiss System or Round Robin depending on the number of players and at the discretion of the Head Referee.

The pace of play shall be three (3) minutes for the entire game, plus an increment of two (2) seconds per move from the begining.

The rating used in the competition is FIDE BLZ. If there is no rating, the FIDE STD is considered.

The tournament will be valid for FIDE rating calculation, according to what is established in the FIDE regulations.

VII. Tie-breakers

STANDARD, RAPID & BLITZ

The final classification will be decided by the points obtained by each player. The player with the highest number of points will be declared the champion. In case of a tie, the winners will be decided by the application of the following Tiebreaker systems in the order mentioned:

In case of a Swiss system tournament:

  1. Results of direct encounters between the tied players (applies only if all tied players have played each other)
  2. Buchholz Cut 1
  3. Bucholz
  4. The greater number of games played with black
  5. The Greater number of wins.

 

In the case of a Round Robin tournament:

  1. Results of direct encounters between the tied players (applies only if all tied players have played each other)
  2. Greater number of victories (including absences)
  3. Sonneborn-Berger
  4. Koya System.

If the tie persists, the youngest player.

VIII. Pairings and Results

Before the start of the first round of the Tournament, a list with all the names of the participants will be published in the game room. The pairings will be published at least one hour after the last game of each round on the official website of the tournament and/or on www.chess-results.com and in the competition hall.

IX. Fair play, electronic communication devices and WO time

  • Fair Play measures will be applied in accordance with FIDE Anti Cheating rules.
  • It is not allowed to carry electronic and communication devices inside the playing area (e.g. Smartwatch, Tablet, Cell phone).
  • Failure to comply with the measure will be penalized with the loss of the game.
  • Electronic spreadsheet: if used, it will be provided by the organization of the event, only.
  • WO time will be: 60 (sixty) minutes for Standard, 10 (ten) minutes for Rapid and 3 (three) minutes for Blitz.

XIII. Rights of Official Players

The organization will cover 60% of the lodging (in double room) and food costs (breakfast, lunch and dinner from November 6th until breakfast on November 12th) of the official players by category and sexfrom each Federation, in accordance with the financial regulations of the CCA and will have to pay their extra expenses, such as: registration, transportation, accreditation, etc. For registration purposes, these participants will be referred to as Official Players. The other players will have to bear the full costs of registration, transportation, food, accreditation and accommodation at the official hotel and will be named as follows Extra Players.

XIV. Registration Deadline

OFFICIAL PLAYERS: Official players will be able to register until October 12th, 2023, by depositing the corresponding payment. After that period, they may register with a surcharge of USD$100.00 for late registration and subject to availability at the official hotel.

EXTRA PLAYERS AND COMPANION: They can register until October 29th, 2023, depositing the corresponding payment. After that period, they may register with a surcharge of USD$100.00 for late registration and subject to availability at the official hotel.

Each Federation must formalize the registration of its participants. They must authorize and will be responsible for athletes and companions, officials and extras, according to FIDE and CCA regulations. No person may be registered without the approval of their own Federation.

ACCREDITATION: The credential is the document that identifies and authorizes all persons who may have access to the games hall. This applies to all players and accompanying persons (parents and teachers).

XV. Registration Fee

Oficial & Extra Players: The registration fee for the Pan American U20 2023 will be US$ 150.00 (already included the CCA fee of US$ 75.00) for official and extra players.

XVII. Disciplinary Authorities

Appeal Committee: It will be formed during the Technical Congress and will be composed of a president, two full members and two alternates. The appeal presented to the organization will be accepted within a maximum period of 30 minutes after the closing of the last match of the round that generated the fact and upon payment of the fee of US$ 100.00.

XVIII. Concluding remarks

This resolution amends articles of previous resolutions that are contrary to it. This resolution enters into force from the date of its publication.
